Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

In a large mixing bowl, whisk together the flour, sugar, baking powder, baking soda, salt, and cocoa powder.

In a separate bowl, whisk together the oil, buttermilk, eggs, food coloring, vanilla extract, and white vinegar.

Gradually add the wet ingredients to the dry mixture, mixing until well combined.

Divide the batter evenly between the prepared cake pans.

Bake for 25-30 minutes, or until a toothpick inserted into the center of the cake comes out clean.

Allow the cakes to cool completely before frosting.

To make the cream cheese frosting, beat the cream cheese and butter together until smooth.

Gradually add the powdered sugar, mixing until well combined.

Add the vanilla extract and continue to beat until the frosting is light and fluffy.

Place one cake layer on a cake stand or serving plate.

Spread a layer of frosting over the top of the cake.

Top with the second cake layer and spread the remaining frosting over the top and sides of the cake.

Decorate with additional frosting, if desired.
